About Air Transport District 141:

District 141 serves airline employees.

Many of our Members work ramp, stores, reservations, and customer service – or as we’re known in contract language, “PCE” – public contact employees. Our largest group of Members are employed by United Airlines, followed closely by US Airways. Members at Hawaiian Airlines, Philippine Airlines, and Mileage Plus make up the rest of the district family.

contract and grievances

District 141 has two main responsibilities: Contract negotiation and resolving serious grievances. All IAM lodges – local, district, grand lodge – provide some similar services, such as communicating with Members through newsletters, web sites, and conventions.

officers and priorities

Many current officers of District 141 were elected in June and seated (assumed their duties) in late October, 2008. Early priorities have been trimming costs of running the district – which are paid by Union member's dues – and improving communication. Immediate priorities throughout 2009 will be contract talks at United Airlines. Responding to grievances between Members and companies is an ongoing priority.

the “RAILWAY LABOR” twist

There is body of laws, called the Railway Labor Act, that control important features of our airline contracts. For District 141 Members, and for all airline workers, our contracts are unique because they never expire. Instead, airline contracts become amendable. It means that workers continue working under previously negotiated terms, even after the effective date of that contract has passed. The Railway labor Act differs from, and is sometimes confused with, the National Labor Relations Act which governs non-airline contracts.

This twist, a contract that never expires, creates love-hate affairs. If airline company executives are anti-labor, they may love how difficult it has been for unions to call strikes. They may also love how the bargaining process can be manipulated maliciously to go on indefinitely. When the federal government is anti-labor, as it has been through most of the decade, the difficulty increases. As an example of talks dragging on forever, Amtrak settled its most recent agreement agreement after eight years of haggling. Conversely, some ceo’s hate the notion that once they have a union in their face, they will always have a union. (There is an rare exception called “decertification,” in which a union is dissolved). Welcome aboard the Railway Labor Act. You can start, but you can never leave.

District 141 is one of many districts within the IAM, the International Association of Machinists and Aerospace Workers. The transportation district, which is us, is a large single district. Across the Union, districts diversely represent manufacturing (Mercedes Benz), aerospace and defense (Boeing), and government (the United States Mint) ... to name a very few. At its most fundamental level, the IAM profoundly believes diversity is “right.” At the same time, we won’t always agree internally on every issue because of differing needs and priorities. It’s normal and it’s okay. The greater purpose of representing American and Canadian workers is what unites and guides us. The IAM is headquartered in Upper Marlboro, MD, U.S.A

About The IAM:
The IAM; the Machinists Union and the IAMAW are accepted, proper names for the International Association of Machinists and Aerospace Workers, AFL-CIO/CLC.  

The history of the Machinists Union is intertwined with the history of commercial transportation in the United States. Founded in 1888 by 19 railroad workers in Atlanta, the Machinists signed its first airline industry contract with Eastern Air Lines in 1939. Since then, the IAM has grown to be the largest and most diverse airline union in North America. Current and former Machinists Union members are employed at every major airline in the United States

More than 180,000 IAM members manufacture civil air transport, military and general aviation aircraft; perform non-routine and overhaul aircraft maintenance at airlines and independent MROs; load cargo and perform various airport support functions; take airline reservations; check in passengers and provide critical safety functions in flight.

IAM members serve the travelling public as flight attendants, aircraft mechanics, fleet service workers, reservation agents, stock clerks, passenger service agents, office & clerical employees, aircraft fuelers, flight simulator technicians and food service employees. IAM members maintain the Space Shuttle and support Air Force One at Andrews Air Force Base.

The IAM is the certified bargaining agent for approximately one hundred fifty (150) agreements covering national air carriers, national service companies, foreign flag carriers, commuter airlines and airline servicing companies in the United States.

IAM members are an integral part of the aviation industry – from the time a design leaves the drawing board until a beverage is served in-flight, and every step along the way the Machinists Union is involved.

The IAM is affiliated with the AFL-CIO; Canadian Labour Congress (CLC); Railway Labor Executives’ Association; International Labor Organization; International Metalworkers Federation; International Transport Workers Federation.
